Michael Weinper,
MPH, PT


Michael Weinper, MPH, PT is President of PTPN, Inc., located in Calabasas, California. Weinper co-founded the company in 1985 with his partner, Fred Rothenberg, a former executive at Blue Cross of California. 

A physical therapist with over 30 years of experience in clinical practice, management consulting, administration, and program development, Weinper is also a principal in Progressive Physical Therapy, a private practice, with four locations in Southern California. 

Weinper received a Bachelor of Arts degree in Industrial Psychology and a Bachelor of Science degree in Health Science (physical therapy) from California State University, Northridge. He received a certificate in physical therapy from that institution in conjunction with UCLA Hospitals and Clinics. Weinper later received his Master of Public Health degree (MPH) from UCLA in Health Services Administration. 

Weinper has been active in the American Physical Therapy Association (APTA). He served as a member of its Committee on Physical Therapy Practice, as the association’s chairperson on its Task Force on Reimbursement, on the Board of Directors for APTA’s California Chapter and national Private Practice Section, and as

 




trustee of the APTA Congressional Action Committee (now known as PT-PAC). Weinper received the prestigious Robert G. Dicus Award from the Private Practice Section of the APTA in 2000, and he currently serves on the APTA’s Task Force on Physician Ownership of Physical Therapy Services. 

On behalf of the state of California, Weinper has served as a member of the Physical Therapy Subcommittee of the Division of Industrial Accidents, now known as the Division of Workers’ Compensation. He also has served as an expert to the Medical Board of California, where among his activities he has appeared on behalf of the People in insurance fraud trials. He has provided expert witness testimony on behalf of more than 20 insurance companies. 

A former associate professor of health science at California State University, Northridge, Weinper is a frequent presenter for various professional associations including the National Managed Healthcare Conference, the American Medical Care and Review Association, and the APTA. He has authored many articles for both physical therapy and insurance industry publications.


 

Nancy Rothenberg

Nancy Rothenberg is Vice President of PTPN, Inc. She has played a key role in the development of PTPN for the last 15 years as it has expanded from its roots in California to 23 states. As Vice President, she is responsible for overseeing the day-to-day operations of the company, including payer and provider contracting, marketing and sales (both local and national), provider relations, systems, claims processing, as well as the planning, budgeting and analysis of overall network performance. She also works closely with the quality assurance department to implement PTPN’s high quality standards for member criteria and performance. 

Rothenberg received a Bachelor of Science degree in Political Science from California State University, Northridge, in 1983, graduating summa cum laude. She also attended Duke University’s Institute of Policy Sciences and Public Affairs Graduate Program.

Prior to joining PTPN in 1987, Rothenberg worked for Stroock & Stroock & Lavan, a 

 



national law firm, handling its marketing and public relations service areas. She also served as the assistant director for the Coalition for Clean Air, a California nonprofit environmental organization, where she designed and implemented outreach programs and presentations, testified before governmental bodies, educated legislators and regulators, handled media relations, and performed research analysis on various issues.

Rothenberg has authored a number of articles on contract management and physical therapy, including “Working Out the Kinks with Rehabilitation Services,” Workspan, December 2001; “For Members Only,” Advance for Directors in Rehabilitation, July 1999; “Carving Out a PPO Network,” Risk Management, September 1995; “Experience, Savings Key to Capitating Specialty PPOs,” The PPO Letter, September 21, 1995; “How Specialty Contracts Achieve Savings,” Journal of Health Care Benefits, Jan./Feb. 1994.


 

Mitchel Kaye, PT

Mitchel Kaye, PT, is PTPN’s Director of Quality Assurance. Mitch oversees all aspects of utilization review and case management for the entire PTPN network, and trains and supervises PTPN’s Quality Assurance and Utilization Management staff. In addition, he is responsible for creating and updating case management, utilization management, quality assurance, clinical integration and outcomes guidelines for the network.

Mitch also assists PTPN regional offices with Quality Assurance program management through ongoing training and support, and he meets with members, physicians and payers as needed for program development and problem resolution.

 



Prior to joining PTPN, Mitch worked for Zenith Insurance as a reviewer/coordinator and previously had his own private physical therapy practice for 14 years.

Mitch earned his Bachelor of Science degree with a certificate in physical therapy at University of Southern California. He then worked at Los Angeles County/USC Medical Center for 7 years and later served as a physical therapy consultant and surveyor for the Los Angeles County Health Department. He has also worked as director of physical therapy and director of imaging Services at a 180-bed community hospital.
